Ontario regulates dogs in two layers. The provincial Dog Owners' Liability Act restricts pit bull–type dogs and lets a court order muzzling, leashing or confinement for any dog after a bite or attack. Municipal bylaws add leash-length limits and dangerous-dog designations. A court-ordered muzzle must be a properly fitted basket style.

Shop Dog Food →That second part is where most owners get stuck. A muzzle that's 2 cm too short stops a dog from panting, and a loose one slides off at the first lunge. Getting the fit right takes three measurements and a few weeks of patient conditioning with high-value rewards — which is why muzzle work starts in the same aisle as our dog treats, not in the legal section. This article is general information for pet owners, not legal advice; for an order affecting your dog, speak to a lawyer or the issuing municipality.
What the Dog Owners' Liability Act and municipal bylaws actually require
Ontario's Dog Owners' Liability Act (R.S.O. 1990, c. D.16), as amended by Bill 132 and in force since August 29, 2005, restricts pit bull–type dogs province-wide and gives courts authority to impose conditions on any individual dog found to have bitten, attacked, or behaved in a menacing manner. Penalties for non-compliance can reach a fine of up to $10,000, up to six months' imprisonment, or both.
Under the Act, the restricted category covers the American pit bull terrier, Staffordshire bull terrier, American Staffordshire terrier, and dogs with substantially similar physical characteristics. Dogs that were already in the province before the cut-off date in late 2005 were grandfathered as "restricted pit bulls" and may be kept, but only under conditions: leashed and muzzled in public, sterilized, and not bred or transferred. Importing, selling, or breeding these dogs in Ontario is prohibited.
Court-ordered muzzling is separate and breed-neutral. A justice can order muzzling, leashing, secure fencing, obedience training, or sterilization for a Labrador, a shepherd mix, or a terrier — breed has nothing to do with it. Municipal dangerous-dog designations work similarly: Toronto Municipal Code Chapter 349 requires dogs to be leashed on a lead no longer than 2 metres outside designated off-leash areas, and Animal Services can issue written orders that add muzzling in public and warning signage at the property. Vaughan, Markham, Richmond Hill, and Brampton each run their own animal control bylaws with comparable powers. Orders arrive in writing with a limited appeal window, so note the date on the notice immediately.
For bite-prevention context rather than legal interpretation, the American Veterinary Medical Association maintains owner-facing resources on dog bite prevention, and the Canadian Veterinary Medical Association publishes position statements on behaviour and humane handling. Both organizations treat a well-conditioned basket muzzle as a management tool, not a punishment — a framing echoed in behaviour research published through 2024.
How to measure snout length for a basket muzzle in three steps
Take three measurements with a soft fabric tape while your dog's mouth is closed and relaxed: snout length from the tip of the nose to the stop (the ridge just below eye level), snout circumference at the widest point, and head circumference behind the ears. Buy a muzzle roughly 1 cm shorter in length than the snout measurement and 2.5–5 cm larger in circumference.
Why shorter in length? If the basket reaches the stop, it rubs the lower eyelids every time the dog trots. Why wider in circumference? A panting dog opens its jaws roughly 2–5 cm depending on size, and that extra room is what lets them thermoregulate. For a 25 kg dog with a 9 cm snout and a 28 cm snout circumference, you're looking for a basket about 8 cm long with roughly 31–33 cm of internal circumference. Brachycephalic breeds — pugs, French bulldogs, Boston terriers — need short-snout-specific designs, because a standard basket leaves no clearance at all on a 3 cm muzzle.
Check the fit by sliding two fingers between the strap and the back of the head. Then watch the dog pant for 60 seconds. If the tongue can't extend past the teeth, the basket is too small regardless of what the size chart said.

Which dog breeds are restricted under Ontario law?
Ontario restricts the American pit bull terrier, Staffordshire bull terrier, American Staffordshire terrier, and any dog whose appearance and characteristics are substantially similar to those breeds. No other breed is restricted province-wide. Grandfathered dogs must be leashed, muzzled in public, and sterilized; new ones cannot legally be imported, bred, or sold in Ontario.
Identification is made on physical characteristics, not DNA, which is why mixed-breed owners sometimes receive notices. Municipal bylaws can also layer on requirements for dogs designated dangerous after an incident, so a dog of any breed can end up under a muzzle condition. Breed-specific legislation remains contested — the American Kennel Club and several veterinary bodies advocate for behaviour-based rules instead.
Does my dog have to wear a muzzle on a normal leash walk?
No. Unless your dog is a grandfathered restricted pit bull, is subject to a court order, or has received a municipal dangerous-dog order, there is no general muzzle requirement in Ontario. Leash laws still apply everywhere outside designated off-leash areas, with Toronto capping lead length at 2 metres.
Plenty of owners muzzle voluntarily anyway. Dogs that scavenge chicken bones along a ravine path, dogs recovering from surgery, and reactive dogs in training all benefit. Our team hears from customers who started muzzle work purely because their dog kept eating garbage on the trail at G. Ross Lord Park during spring melt — and kept using it afterward.
How long does muzzle training take?
Most dogs reach comfortable 10-minute wear in two to four weeks with short daily sessions. Work in five stages: reward any glance at the muzzle, smear a lickable topper inside the basket, let the dog push its nose in for 2–3 seconds, fasten the strap for 5 seconds, then build duration in 10-second increments. Keep each session under 3 minutes.
Never force a nose into a basket. Dogs that get strapped in on day one often develop a lasting aversion, and re-training a muzzle-shy dog takes far longer than conditioning a naive one. Two sessions a day of 2–3 minutes beats one 15-minute marathon. Pair each stage with something genuinely valuable — freeze-dried liver, a smear of bone broth gel, a pea-sized piece of soft trainer — and stop while the dog still wants more.
Can a dog pant and drink with a basket muzzle on?
Yes, if sized correctly. A basket muzzle with 2.5–5 cm of circumference clearance lets the dog open its jaws, extend its tongue, and lap water through the front opening. Occlusion-style fabric or mesh sleeve muzzles hold the mouth shut and should only be used for a few minutes during grooming or a vet exam, never on a walk.
Heat matters here. On a 28°C GTA afternoon, a dog in a too-tight basket can overheat quickly because panting is its primary cooling mechanism. Before any summer walk, test that you can drop treats through the front gap and that the dog can reach a water bowl. Our nutrition staff often suggest a collapsible travel bowl stay clipped to the leash for exactly that reason.
What happens if we move to another city in the GTA?
Provincial restrictions under the Dog Owners' Liability Act follow the dog anywhere in Ontario. Municipal orders generally do not transfer automatically, but new licensing rules apply immediately, and many municipalities ask whether a dog has a prior dangerous-dog designation on the licence application. Disclose honestly — a false statement can void the licence.
Register the dog with the new municipality within the required window, usually a few weeks of establishing residence, and keep a copy of any court order with your licence paperwork.
What to buy once you're walking a muzzled dog
Muzzle compliance changes your gear list in three places: a fixed-length leash instead of a retractable, a secure harness or martingale that can't be backed out of, and a steady supply of small, high-value rewards for ongoing conditioning. A 1.2–1.8 m leash gives the control that a 2-metre municipal limit assumes.
For leashes and walking hardware, Earth Rated standard leashes and the broader range of dog accessories cover the fixed-length requirement. Rover Pet Products and Petmate carry harness and collar options worth measuring for — chest girth matters more than neck size for dogs that pull. We don't stock every muzzle style, so contact our store team before making a trip if a specific accessory is what you're after.
The reward side is where product choice really affects results. Muzzle conditioning needs two formats: something lickable to smear inside the basket, and something tiny the dog can swallow fast through the front opening. Keep total treats under 10% of daily calories — a 20 kg dog eating roughly 950 kcal daily has about 95 kcal of treat budget, which is maybe 10–15 freeze-dried pieces. Check the guaranteed analysis on the bag; single-ingredient freeze-dried singles often run 40–55% protein content with minimal filler, while soft trainers trade some protein for pliability.

Customers often ask whether treats used this heavily will unbalance a diet. Complete-and-balanced labelling follows AAFCO nutrient profiles, and treats are formulated as supplemental feeding — so the 10% ceiling exists to protect the balance of the main meal. Trim the dog's dinner portion slightly on heavy training days. Quick summary: Ontario restricts four pit bull–type categories province-wide under the Dog Owners' Liability Act, and courts or municipalities can order any dog of any breed to be muzzled after an incident. A correctly fitted basket muzzle sits about 1 cm shorter than the snout and 2.5–5 cm wider in circumference so the dog can pant and drink. Pair it with a fixed 1.2–1.8 m leash and small high-value rewards for two to four weeks of conditioning.
